REFORMS that led to Aggressive Improvements in the Transport Sector.

   Problem: Nigeria’s transportation system has been characterised by many years of neglect
   and decay.
   
   Reform Actions:
   
• - Aviation Sector Reforms, including the Aviation sector Master Plan
  
• - Reform of Inland Waterways
  
• - Ports Reform
  
• - Road Infrastructure Development
  
• - Revival of the Railways
  
  Main Achievements: There has been improved access to services for a greater number of people across the different segments of the sector, such as the rail and road sub-sectors. Again, there has been massive refurbishment of airports and updating of equipment for greater safety. Trains have started running again for the first time in decades. The rail, road, and aviation sub-sectors are undergoing aggressive improvements after a long period of neglect and decay. There has been an increasing use of inland waterways, particularly for the movement of goods. The reforms have reduced corruption in the ports sub-sector.
  
  Key Challenges: 
  (a) poor budget process constraints efforts at infrastructure development; 
  (b) growth in infrastructure not keeping pace with growth in population; 
  (c) citizens still receive poor services from airlines with virtually no opportunity for redress; and (d) sustainability of the reforms.
