BPSR LEADS DEVELOPMENT EXPERTS TO RESTRUCTURE MINISTRIES.

It will be recalled that the Bureau of Public Service Reforms (BPSR) was part of the Committee on the Review of the mandate, functions and Structure of Ministries inaugurated by the Head of the Civil Service of the Federation Mrs. Winifred Ekanem Oyo-Ita on 17th November, 2015 sequel to the reduction of the number of Ministries to twenty four by government.

The Committee submitted its report in January 2016 with a recommendation that BPSR should lead a team of organisational development experts from Office of the Secretary to the Government of the Federation and Office of the Head of Civil Service of the Federation to deepen the work on restructuring all Ministries.

The next phase of work to support the restructuring of the seven Ministries affected by the merger will be with support from FEPAR. In this phase, the functional review will be conducted on the “new” Ministries. At the end of the review, fit-for-purpose organisational structure and processes to promote effectiveness and ability of Ministries to operate in line with government focus and objectives will be proposed. Subsequent activities in the merger exercise will include preparation of establishment plans, job analysis and description, development of workforce plans, defining training needs, development of implementation and transition phase to actualisation of the merger.
