The Secretary to the Government of the Federation (SGF), Engr. Babachir
David Lawal, in February 2016 approved the reconstitution of the Implementation
Committee of the White Paper on the Restructuring and Rationalisation of
Federal Government Parastatals, Commissions and Agencies with the SGF as the
Chairman. Other members of the Implementation Committee are: Abubakar Malami, SAN, Attorney-General and
Minister of Justice, Mrs Winnefred Oyo-Ita, Head of the Civil Service of the
Federation, Rotimi Amaechi, Minister of Transport, Senator Hadi Sirika,
Minister of State Aviation, Prof. A.G. Anwukah, Minister of Education, Mrs.
Kemi Adeodsun, Minister of Finance, Prof. Isaac Adewole, Minister of Health,
Okechukwu Enelamah, Minister of Industry, Trade and
Investment, Dr. Ogbonnaya Onu, Minister of Science and Technology, Alh. Lai
Mohammed, Minister of Information and Culture, Deaconess J.O. Ayo, OON, Chairman, Federal
Civil Service Commission (FCSC); and Dr. Joe Abah, Director-General, BPSR as
the Secretary.

At its inaugural meeting on 11th April, 2016 the Committee considered
the Oronsaye Report and White Paper and identified the list of Parastatals,
Commissions and Agencies that were not affected by decisions on merger,
transfer or scrapping, and formed the view that their boards could be immediately
reconstituted. The Committee further decided that all other agencies affected
by proposals for merger, scrapping, transfer or board reconstitution would be
extensively discussed by the Committee and after its deliberations, a
comprehensive report will be produced for the consideration of the Federal
Executive Council (FEC).
