THE IMPLEMENTATION COMMITTEE OF THE WHITE PAPER ON THE RESTRUCTURING AND
RATIONALIZATION OF GOVERNMENT PARASTATAL

The Meeting of the Implementation Committee of the White Paper Committee
on the Restructuring and Rationalization of Federal Government Agencies,
Parastatals and Commissions took place on 5th September, 2014 under the
chairmanship of Senator Anyim Pius Anyim, Secretary to the Government of the
Federation. The newly appointed Honourable Minister of Aviation attended the
meeting.
Key outcome of the meeting: Committee addressed and
resolved all petitions and appeals arising from the decisions of Government in
the White Paper. The next meeting of the Committee will be dedicated to
discussing and taking decisions on the reports of all the Technical
Sub-Committee. Dr Joe Abah, DG, BPSR is the Secretary of the
Implementation Committee.
MEETING OF
THE STEERING COMMITTEE ON REFORMS
On Friday, 12th September 2014, the Steering Committee on Reforms (SCR) under the chairmanship of the SGF was held. Attending the meeting for the
first time was the current Head of the Civil Service of the Federation, Mr.
Danlandi Kifasi.
Key outcome of the meeting: Two key issues were considered at the meeting, the draft
Compendium on Public Service Reforms; and the National Strategy for Public
Service Reforms (NSPSR).
The main conclusion reached at the meeting was the
constitution of a Sub-Committee under the chairmanship of the Head of the Civil
Service of the Federation, including the Director General, BPSR, Director General, BPE and Auditor General
of the Federation to validate the Compendium on Public Service Reform.
The
methodology adopted by the Sub-Committee was to forward the assessment of each
of the reform programme to the relevant MDA to be assessed; and submit validated version of the Compendium by latest Monday, 22nd September
2014.
DG, BPSR LEAD DISCUSSANT AT THE FCTA 3-DAYS RETREAT
Dr Joe Abah, Director General, BPSR presented a Paper on the topic "Building a FCT of Our Choice: Challenges of
Inclusive Growth to the Public Servant" as a Lead Discussant at a 3-Day
Retreat for staff of the Department of Economic Planning, Research and
Statistics of the Federal Capital Territory Administration (FCTA) on Friday,
12th September. 2014. The Retreat took place at Lokoja, Kogi State.

Keynote Speaker At The Ebonyi State Public Service Lecture
Similarly, the DG, Dr. Joe Abah honoured an invitation extended to him
by the Ebonyi State Head of the Civil Service, Chief (Mrs) Ugo Nnachi, as the
Keynote Speaker at the Ebonyi State Public Service Lecture which took place on
Thursday, 18th September, 2014 as part of activities marking the Ebonyi State
Civil Service Week from 16th-21st September, 2014.
The DG's Keynote Address centered
on the theme of the Ebonyi State 2014 Civil Service Week "African Charter on Values and Principles of Africa Public Service
and Administration: A Tool for Enhancing Governance in the Open Era".
DG, BPSR Facilitation a Session at an E-Government Expo in Dubai
Galaxy Backbone Ltd. in collaboration with some
Original Equipment Manufacturers (OEM’s) in Dubai organised an E-Government Expo
Event in Dubai, UAE from Saturday, 20th to Thursday, 25th
September, 2014 at Dubai for Chief Executive Officers and Directorate Level
Officers in MDAs.
The event is a private sector initiative by the OEMS and
system integrators who have solution for ICT-enabled public service delivery.
It is targeted at the on-line provision of citizens-facing public service. Galaxy
Backbone invited the Director General, BPSR to facilitate a session around the
areas of Government reform and how on-line services are pivotal to the
improvement of public service delivery.
