FG adopts Harmonised Performance Management System (PMS) in public service...

The Federal Government has adopted a new performance management system (PMS) in the public service as a means of promoting good governance and achieving effective service delivery in line with the present government’s transformation agenda and the NV20:2020.
The adoption of the harmonised version on Tuesday followed the presentation of the report of the tripartite committee comprising National Planning Commission, Office of the Head of Civil Service of the Federation and the Federal Civil Service Commission that worked on the harmonisation of the performance management system framework.
Supervising Minister of National Planning Commission, Ambassador Bashir Yuguda who spoke at the presentation ceremony in his office in Abuja said that the new PMS seeks to provide a platform for continuous enhancement of performance with regards to national development programmes within the sectoral, institutional and individual levels.

Ambassador Bashir Yuguda presided over the ceremony which had in attendance the Head of the Civil Service of Federation, Dr Bukar Goni Aji, the Chairman of the Federal Civil Service Commission, Deaconess Joan Olatoyosi Ayo and the Director General of the Bureau of Public Service Reforms, Dr Joe Abah.
It could be recalled that, National Planning Commission, initiated the adoption of the performance management system which had culminated into the signing of performance contract agreement between Mr President and his Ministers in August, 2012
Consequently, the performance contract as designed, was cascaded down to between Ministers and their Permanent Secretaries and also between Permanent Secretaries and Directors in all federal MDAs.
The Planning Minister further lauded the Head of Service for the innovative way of collaborating with the state civil service on the reforms being embarked upon by the federal government, and also urged
them to do more.
“We have been doing M & E and performance contract initiated by us. SERVICOM is important. It is not looking at what others are doing’’ He said.
The new PMS seeks to provide a platform for continuous enhancement of performance with regards to national development programmes within the sectoral, institutional and individual levels. Building competency and capacity at all levels through the identification of knowledge and skills gap and institutionalisation of a performance- based culture within the Federal Public Service which enables recognition and reward of high performance at all levels
The tripartite committee, observed that, lack of comprehensive performance management system and inherent weaknesses in the current structure, such as none alignment of performance appraisal to both federal public service and national objectives and goals, necessitated the need for the review to have a new PMS.
Accordingly, there was also no clearly defined national performance measures for public understanding of service delivery outcomes and also the absence of M&E system to cross check institutional and developmental performance.
