Nigerians to show proof of Tax Payment before obtaining passports. cc @DrJoeAbah

The Executive Chairman of the Federal Inland Revenue Service (FIRS) on Monday said soon, Nigerians might begin to show evidence of tax payment before obtaining their passports.

Mr Tunde Fowler said this at the 136th meeting of the Joint Tax Board which had the theme: “Increased Inter-Agency Cooperation to Enhance Tax Compliance and Optimise Revenue Collection’’ in Abuja.

“We did take a position and I believe it would be implemented in the very near future that before you get any services from the immigration department: renewal of passports etc, you’d have to show that you are a tax payer.

“These things are normal all over the world, In an effort to serve Nigerians and Nigeria better.

“People believe that payment of tax is a burden and I’ll repeat that you only pay tax on income and profits.

“So if you reside in Nigeria and you are benefiting from being a Nigerian resident, it is only fair that you contribute to the system that makes you enjoy that standard of living.’’

He said the FIRS set a target to increase the individual taxpayer database by 10 million by Dec. 31.

“I’m glad with our co-operation; we’ve been able to attain 30 per cent of that. We’ve been able to get three million individual taxpayers across the nation.

“I’d like to congratulate Kano State for leading the pack by increasing the database by 944,000 followed by Lagos with 306,000 then Kaduna and Plateau,’’ he said.

The Corps Marshall of the Federal Road Safety Corps (FRSC), Boboye Oyeyemi, lamented that the FRSC was being owed N700 million for number plates production.

He also decried the high rate of fake documentation at ports, saying “if we can strengthen inter-agency collaboration, we’ll get more results now that the focus is on IGR’’.

The Chairman of the Abia State Board of Internal Revenue, Mr Udochukwu Ogbonna, urged the revenue generating agencies to co-operate digitally to ensure success and curb corruption.

Also, the Chairman of the Edo State Internal Revenue Service, Mr Oseni Elamah, said “the FIRS should have a digital one-stop-shop accessible to all partners’’.

Some revenue generating agencies on Monday met in Abuja to curtail loss, stop corruption and increase proceeds to government coffers in 2017.

The event brought together all states internal revenue service chairmen and the bosses of the Nigeria Customs Service, and the Nigeria Immigration Service. (The Nation)

FG Gets States’ Input into Economic Recovery Plan. cc @DrJoeAbah

 Senator Udo Udoma

Top officials of the Federal Government on Thursday met with the Commissioners of Budget and Economic Development and Permanent Secretaries of related departments in states of the federation to get their inputs into the National Economic Recovery and Growth Plan.

The gathering was an initiative of the Federal Government to harvest inputs from all segments of the country to produce an all-inclusive development plan that would pull the economy out of recession and set it on the path to sustainable growth and development.

In the last three weeks, the Federal Government had consulted with economic experts, private sector operators, academics and other stakeholders, which generated very insightful perspectives and ideas on issues to consider in the plan.

The Minister of Budget and National Planning, Senator Udo Udoma, while addressing the opening session of the State Commissioners’ Round-table on Thursday, said their inputs were necessary because of the critical role that the states played in the Nigerian economy.

A statement from the Media Adviser to the minister, Mr. Akpandem James, quoted Udoma to have said that the recovery plan became imperative because of the current state of the economy.

The minister said the current recession reflected inherent structural issues in the country’s economy, the current manifestation of which began in mid-2014 when the global prices of oil crashed.

He added that the Federal Government had taken steps in the 2016 budget to proactively address the challenges with policies designed to reflate the economy.

Udoma said, “The proposed initiatives prescribed by the plan should address our poor competitiveness, improve the business environment and attract investment in infrastructure, especially power, roads, rail and ports.

“We desire a plan that is realistic and will achieve the desired results. Your views are certainly invaluable in this regard.”

The NRGP is expected to build on the existing SIP, which was an interim plan developed in April this year. (Punch)

@DrJoeAbah Speaks On The Usual Demonisation of Recurrent Budget.

Dr Joe Abah in a series of tweets explains the role and importance of recurrent budget in running an effective government.

The Challenges, The Strategies and The Reforms of BPSR. Interview with @DrJoeAbah.

Dr Joe Abah

General of the Bureau of Public Service Reforms (BPSR), Dr Joe Abah, in this interview speaks on the challenges of the agency as well as strategies to ensure that Nigeria has a working civil and public service. DAVID AGBA reports for Blue print.ng.
So far, how has it being reforming the public service?
So far, I will say so good. It was only when we felt that we were strong enough did we try to go out to relate with others. I am pleased that, in the last three years, we have started to be recognised for the work that we do and perhaps, the greatest credit goes to the communication team.

We have our challenges, because people have been used to things not working and each time you try to make things work, there is that cynicism that it will never work. It takes a while for you to build that confidence in people for you to get that chance.

I can say that we have come a long way, but we are just at the beginning of the kind of changes we need to make in the system.
Going forward, how do you hope to take this reforming thing beyond where we are at present?
It is important to answer this in a structured way. We have spent quite a lot of time analysing  what the problem with the system is exactly. We have asked people in the system some questions; we have gone beyond that to do some survey in all the 36 states of the federation and the FCT, asking them what is working, what is not working, what the issues are and what can be done to salvage the situation. It is based on these analyses that we have developed a 15-year plan for reforms, which will surely go to the Federal Executive Council (FEC).

We have a plan and it is a realistic plan; not the usual Nigerian situation in which you would say ‘oh, planning is not the problem; implementation is’. We have factored in the implementation, including lack of money and the absence of a political will and all the challenges which we have had to face. All of them have been factored into the strategy.

That’s on the one hand: I’ll just focus on the two parts of that plan. One is the
re-structuring of the ministries. Many civil servants do nothing and fewer still do a lot. The work is there and our problems are myriad that it would be criminal for anyone to say there is no work. Too many are doing too little and too few are doing too much and one of the reasons for this is because we have not taken a look at the mandate of the ministry, what the ministry, department, unit and individual are supposed to do concerning that, then draw the link, so that each of these components can have a knowledge of what to do on a given day, to contribute to what their places of assignment are doing and the country’s progress. This has not been there for 62 years and we have brought this into play. When ministries were merged, that was a great opportunity to re-think how we run our ministries.

To this end, we’ve started this structured reform with the Ministries of Power, Works & Housing, Budget & National Planning, Transportation, Interior, Youth & Sports Development and Information & Culture…these are the ministries affected by mergers and, since then, we have received requests from the Ministries of Environment and Water Resources to help them out.
Having mentioned these specialised areas, can you mention concrete achievements which directly affect the civil servants?
I can mention so many reforms which have affected the bulk of the civil servants in the lower cadre. The Treasury Single Account (TSA) was part of the strategy I have been talking about, since 2008. So, people squabble about it being a Jonathan or Buhari thing. We actually put it into play since 2008, under the government of President Yar’Adua. Also, the zero-based budget thing is part of this plan. Others are performance management, the integrated personnel pay-roll system which pays our salaries, all came from here.
Our work is not like pouring concrete and commissioning roads or bridges; our work is making government work better. We have done quite a lot in trying to raise the capacity of the civil/public servants, we have designed a new capacity-building programme with the Office of the Head of Service and our international partners – it’s been running for about a year – and we have engineered a new leadership programme to develop leadership skills in the public service – by leadership, we don’t just mean at directorate level. A Level 07 or 08 officer can display leadership skills, we have a way of nurturing these characteristics.

I was speaking with Aig-Imoukhuede, who has launched a new scheme on governance, through which he would give some young people to go to Oxford to study governance and return to Nigeria to lead. We want to get back to him and say “look at what we designed and it is home-grown,” so that we can be partners. If that one falls through, civil servants would see the immediate benefits.
Back in November last year, you were recognised by the ISDMG for your prompt response to FoI enquiries. Do you think others MDAs should emulate you? How can you encourage them to emulate the bureau?
Since this award you mentioned, a lot of things have happened. Recently, two members of our staff won the Presidential Merit Award, signed by the president. I was asked to sack everyone when I resumed here, but, upon that award, I felt like a proud parent. Would they have won the award if I had listened to the voices and sacked them?

The second award we got was major; it was Pan-African Award for Innovation in Public Service, awarded to us by an
organization called CAFRAD, in Morocco. We submitted our service assessment tool on how to improve public services and that was quite something. The third award we received was from an NGO called PPDC and they ranked the openness and transparency of procurement processes in 136 agencies. The BPSR was the government agency proactively disclosing its procurement details without waiting to be asked.
During the last lunch-time reform series of the BPSR, you disclosed that the bureau has saved the government the sum of N60 billion since 2007. How did this happen?
Before the Public Procurement Act 2007 was applied, it turned out that, out of every N100 the government spent, N60 was going to procurement fraud. Since the Act came into play, there have been a number of initiatives and, for the first time, the 2017 budget was developed using a realistic price-list for certain things. This means that you can no longer charge N2, 500 for tea-break, N10,000 for lunch. Now we know that tea-break is N500, lunch-break is N2000, to build one classroom is X naira and Y naira.

The savings, in this case, is the difference between the initial, inflated price and the realistic price which the BPP would now tell you to go procure [it for]. When we come to calculate what we’ve saved after the 2017 budget, we can say that NX amount was saved in 2016 and NX amount was saved in 2017 and, thus, we have saved the country so-and-so amount.
What about the ‘Open Government’ initiative. How can this affect how the average Nigerian view government?
Nigerians have very limited knowledge about how government works. Someone recently accused me of living in a government mansion and all sorts of things which have been scrapped since 2001, with the monetization policy. Sadly, these are very educated people.

Now, that is for the people. On our part, we do not do enough. Wes it in our offices and imagine that we know what the people want. So, we want to move away from that and work with citizens, civil societies and the media on propagating the FoI and its components. Just filing returns to the Office of the Accountant General would not do in that case; some MDAs can be taxed on FoI report.

The initiative is to bring government and citizens closer together, through better consultation and more serious approach to the FoI thing, greater transparence in the usage and spending of money [both in the legislature and in MDAs] , encouraging more journalists to ask about what so-and-so amount of money was used within such-and-such a time. FG Proposes Jail Term For Dollar Hoarders. cc @DrJoeAbah

The Federal Government has proposed an amendment to the Foreign-Exchange Act to enable the imprisonment of anyone who holds foreign currencies, especially the dollar, for more than 30 days.

This is the latest measure the government and the Central Bank of Nigeria are considering to stem the volatility in the exchange rate and bolster the ailing naira, according to a Bloomberg report.

In the new proposals, which were published on the website of the Nigerian Law Reform Commission last week, the CBN is seeking the power to control capital flows and stop people from taking forex out of the country.

According to the draft amendment of the Foreign Exchange Act, anybody holding dollars in cash for more than 30 days risk a jail term for as long as two years or a fine of 20 per cent of the amount.

Regulators should also be able to prevent money being repatriated “in accordance with the terms and conditions as may be prescribed by the central bank from time to time,” the draft states.

The existing law is “narrow in scope and prohibits the seizure, forfeiture or expropriation of imported money by the government without providing for exceptions,” it adds.

The amendments, according to the document, are necessary “for effective monitoring and control, and to ensure probity in foreign exchange transactions in Nigeria.”

The CBN has increased capital controls since the price of oil, Nigeria’s main foreign exchange earner, started crashing in the second half of 2014.

It had pegged the naira for 15 months until June this year, a move analysts blamed for causing investors to flee the country, the economy to contract in the first half of the year and the inflation rate to rise to an 11-year high.

The latest move will further worry foreign investors, according to a Lagos-based research and investment advisory firm, SBM Intelligence.

The Department of State Security officials had last week arrested some black market forex dealers for exchanging the naira at a rate weaker than 400 per dollar, compared with the existing street rate of around 460.

The naira-dollar official exchange rate, which analysts accused the CBN of still manipulating, is 315 against the greenback.

“The CBN wants to take its regulatory onus to frightening proportions,” analysts at SBM said in an e-mailed note in response to the new draft law.

“The move smacks of desperation and can only result in negative investor perception and capital flight,” they added.

The Acting Director, Corporate Communications, CBN, Mr. Isaac Okorafor, said the apex bank did not introduce the bill in a text message response to Bloomberg. He did not elaborate.

The Chief Executive Officer, Cowry Asset Management Limited, Mr. Johnson Chukwu, while reacting to the development said, “If it did not emanate from the CBN as claimed by its spokesman, it may have emanated from the Presidency or other sources. But the fact is that when you compel people not to hold dollars after stopping the use of naira debit cards abroad, you are discouraging people to bring in money into the country.

“You also push more people to the parallel market and create further gap between the official and black market exchange rates.” (Punch)

FG to capture 50% of Nigerians in social security net, cc @DrJoeAbah

Minister of Labour and Employment, Sen. Chris Ngige

The Minister of Labour and Employment, Sen. Chris Ngige, on Monday said that the Federal Government will capture at least 50 per cent of the population in the social security net.

The Deputy Director (Press) in the ministry, Mr. Samuel Olowokere, in a statement on quoted Ngige as saying that the social intervention scheme was one of the cardinal programmes of the administration to address unemployment.

The statement said the minister announced the scheme while presenting the country’s position at the on-going World Social Security Summit in Panama City, Panama.

He said that the objective was to tackle youth unemployment and restiveness through job creation, notwithstanding the tough economic challenges facing the country.

He said, “Some of the programmes in our integrated social protection scheme are already being implemented as evidenced in the 200,000 graduates who will commence work by next month.

“More of the jobs are in the offing. Our target is to ensure that millions of Nigerians are lifted out of poverty line while at least 50 per cent of the population is captured in the social security net.

“The decision of the Federal Government to employ 200,000 graduates in the first phase, in spite of the teething economic challenges is quite a good one.

“It is an eloquent expression of its dogged commitment to lift millions of Nigerians out of poverty,’’ he said and promised that more jobs were coming.”

Speaking on the theme “Evolving Role of Social Security in a Changing World,’’ Ngige said that in spite of the challenges facing the country, the federal government would remain committed in pursuing its social security goals.

He added that the priority attention being given to healthcare delivery system to the rural dwellers was core to the agenda of the government.

He also said that the government was poised to give more support to the operations of the National Health Insurance Scheme as well as that of the National Pension Commission.

The minister gave assurances that the activities of the National Social Insurance Trust Fund were being enhanced to make it more responsive to achieving social security goals.

At a bilateral meeting with the Chinese Minister of Human Resources and Social Security, Mr. Yin Weimin, Ngige sought China’s assistance in developing and deepening Nigeria’s social protection programmes.

He said that Nigeria would tap into the Chinese model of social security academy, adding that the effort was to institutionalise social security practices in the country since China won the award for the best social security nation for 2016.

He said, “This is because they were able to capture 100 million persons yearly into their social security, totalling a billion in the last decade.”

The summit was organised by the International Social Security Association, a major social partner of the International Labour Organisation and hosted by the government of Panama.

It brought together ministers and representatives of international organisations to complement the commitment of ISSA members to excellence in the administration of social security. (NAN)

President Buhari - "Fighting corruption is a war we are determined to win" cc @DrJoeAbah

President Buhari meets with US Secretary of State John Kerry and AFDB President Akinwunmi Adesina on the sidelines of COP 22 in Marrakech Morocco.NOVEMBER 2016

Meeting with American Secretary of State, John Kerry, Wednesday, on the margins of the conference on climate change, COP22, in Marrakech, Morocco, President Buhari said corrupt people had accumulated a formidable arsenal of illicit wealth, which they were now deploying against the government on diverse fronts.

"But it is a war we are determined to win, and which we will win," President Buhari said. "People of goodwill are behind us, countries like America and many others are with us, and we will surely win."

The President also updated Secretary Kerry on the war against insurgency in the North-east of Nigeria, efforts being made to tackle humanitarian problems caused by the insurgency, informing that a presidential committee had been launched "under Gen T.Y Danjuma, a man of high integrity."

On the unrest in the Niger Delta area, which manifests in the sabotage of critical oil and power installations, President Buhari said the engagement process was proceeding apace, adding that it was rather difficult bringing the main protagonists of the insurgency under one umbrella.

The President said Nigeria was happy with American support on different fronts, assuring that the economic challenges facing the country were being "frontally tackled, and we will overcome them soon."

Secretary Kerry expressed delight at the many successes of the Buhari administration, pledging continued U.S support in the bid to overcome security, humanitarian, political, and economic challenges.

As the Barrack Obama administration exits next January, Kerry said he would love to continue engaging with Nigeria, even in a private capacity. He described President Buhari as a strong international partner in the battle against violent extremism.

FG recovers N4.2bn in remittances. cc @DrJoeAbah

The Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC) on Wednesday said it had recovered N4.2 billion in remittances from collecting banks into the federation account.

Mr Shettima Gana, the commission’s acting Chairman, said this while inducting the lead consultants and other auditors on the verification and reconciliation of revenue collections and remittances by the collecting banks.

The collecting banks collect excise duties and taxes on behalf of the Federal Inland Revenue Service (FIRS) and the Nigeria Customs Service (NCS).

He said that the money was recovered during the exercise that was carried out on banks’ collections of these taxes and duties between January 2008 and June 2012.

Gana said that there was about N20 billion that was still outstanding but had not been recovered from the banks.

He also said that the success recorded in the first phase of the exercise made the National Economic Council (NEC) approve a second phase which would cover July 2012 to December 2015.

Gana said that the commission had the constitutional mandate to monitor accruals into the Federation Account and disbursements of the revenue.

“Several years ago , the commission observed discrepancies regarding the excessive charges, Commission On Turnover (COT) for collections and delayed remittances made by banks on behalf of FIRS and NCS,’’ he said.

The chairman said that the second phase of the exercise would involve about 109 consultants and two lead consultants as against the 53 consultants and one lead consultant in the first phase.

“From the first exercise we realised that the work was quite enormous because the banks have branches all over the country collecting these revenues.

“It requires quite a number of man hours to go through all the records of the banks to check when the money came in and when it was remitted and the various charges that were charged. Now we want it done quickly and efficiently so as to get the funds into the federation account quickly,’’ he said.

The Chairman of the commission’s Non-oil committee, Mr Fagboyegun Ajibola, said that the exercise was important at this time to recoup all accruals that should be in the Federation Account.

“This is because the Federal Government cannot afford to allow any bank, individual or corporate body hold on unnecessarily to its money.

“We are expecting that as a result of this exercise, those responsible for monitoring these accounts will ensure that we do not continue having our monies lying in the banks un-remitted.

“It is not just to bring in these monies but to ensure that there is efficient and effective collection without any delayed or unremitted funds of government.’’

Mr Olanrewaju Akinloye of Icon Festus and Co., one of the lead consultants, said that the major challenge encountered during the first phase of the exercise was the unwillingness of some banks to open up their books to the consultants.

He added that RMAFC had to call all the banks’ executives to tell them the importance of the exercise to the Federal Government.

He said that the banks that remained resisted the exercise had their cases transferred to the Economic and Financial Crimes Commission (EFCC). (PM NEWS)

NPA, BudgIT sign deal on budget implementation. cc @DrJoeAbah

The Nigerian Ports Authority has signed a Memorandum of Understanding with BudgIT Information Technology Network to open up its budget for the public.

The General Manager, Public Affairs, Chief Michael Ajayi, in a statement on Monday in Lagos, said the MoU would promote transparency and accountability.

The Managing Director of NPA, Ms. Hadiza Usman, said the partnership became necessary for the development of an open budget system platform and implementation of a public data dissemination programme.

She said that this would help the organisation in blocking revenue leakages.

Usman said the MoU would provide Nigerians with all the necessary information during implementation of the NPA’s budget.

She said BudgIT had achieved feats in socio-technological advocacy toward opening up of public budgets for citizens’ comprehension.

Usman said with the MoU, NPA would be able to deliver its mandate and create more wealth for Nigerians.

She said that the MoU would also assist NPA as a critical organ in the economic artery of the nation to promote effective and efficient management of all its terminals across the country.

The managing director said the partnership, apart from promoting transparency in public expenditure, would also instil a framework for transparent budget provisions for the authority.

She said the MoU would allow stakeholders to add their inputs, “encourage participatory governance by way of feedback and creates an enabling environment to encourage foreign investment’’.

She added, “The collaboration will ensure that key research, industry policies and innovations are effectively communicated.

“It will also ensure that critical data are generated and made accessible for policy makers, private sector actors, stakeholders and the general public.”

The Lead Partner of BudgIT, Mr. Oluseun Onigbinde, said NPA was the first revenue generating government agency to make its budget public.

He said the Management of the NPA would not regret keying into the programme.

Onigbinde said the collaboration, apart from promoting probity, transparency and accountability, would also restore government and public confidence in the Management of NPA. (NAN)

Government will not play politics with Niger Delta development. cc @DrJoeAbah

Minister of Niger Delta of Niger Delta Affairs, Pastor Usani Uguru Usani

Minister of Niger Delta Affairs, Usani Uguru Usani, says on Monday the Federal Government is sincere about providing sustainable development to the Niger Delta region.

Usani said in an interview with the News Agency of Nigeria(NAN) in Abuja that the government would not play politics with issues affecting the region and its people.

“President Buhari has assured us that this federal government has not abdicated its responsibility to deliver on the hopes of your democratic mandate.

“This administration has demonstrated a sincere resolve to take politics and governance as two different concepts, and in so doing, we have decided not to play politics with the things that matter most to our progress as a nation.

“Because of that resolve, we have been condemned by the actors and their admirers who almost plunged our collective socio-economic fortunes into the abyss,” he said

The minister said that government’s intervention in various segments of national life was an indication that its approach had a national orientation.

He assured the people of the region that their high expectations were not misplaced; adding that they were understood and respected by the government.

Usani said agitations for better conditions of living in the region were not misplaced, adding that they were necessary and real, but urged the people to exercise more patience in pushing their demands.

“Please don’t lose patience in the strategies we are employing to move the Niger Delta and this country forward.

“This administration will not trade-off the public socio-economic space and the very essence of our heritage for anything, neither will we mortgage Nigeria’s economic future,” the minister said
Usani said Nigeria was on the path to greatness and stands as the beacon of hope to the people of Africa.

“I am inspired by the the success stories of Singapore and South Korea and this administration is working very hard towards such success story.

“Please be patient in the face of the present difficulties; it will soon be dawn because with empathy, vision and the fear of God, we are making life-long commitments in leading you.” (Guardian)

FG plans 40 large-scale rice mills in Nigeria. cc @DrJoeAbah

The President Muhammadu Buhari-led administration is already facilitating the procurement of additional 40 large-scale rice mills, Chief Audu Ogbeh, the agriculture minister, has revealed. According to the minister, this move will help the country to achieve self-sufficiency in rice production by 2018.

Audu Ogbeh, agriculture minister Vanguard reports that while speaking in Abuja on Thursday, November, 10 at a workshop themed: ‘Big Boost for Agro Diversification and Export’, the minister said the Integrated Rice Mills (IRMs) of the ministry had increased the rice milling capacity in the country.

The report quoted the minister as saying government’s new goal was to attain self-sufficiency in food production and even export 10 million metric tonnes of food to other ECOWAS countries and beyond by 2019. Stating that the country’s food import bill has now declined from N1.1 trillion in 2009 to N684 billion in 2013, Ogbeh said: “Nigeria has huge agricultural potentials with 11 million hectares of arable land but only cultivates 40 per cent; 263 billion cubic metres of water with two of the largest rivers in Africa.

“We have a cheap labour force to support agriculture intensification. We grow our food, feed ourselves and create local and international markets for our farmers and also unlock our enormous potentials in agriculture. “We can achieve the economic diversification goal of government and surmount the present economic recession.

“I hope with the help of the Pentair, Good Rain, Dayu irrigation, Zhong Zhou Poultry, Jinan and our local companies, we will diversify and get out of recession in no time.” The managing director of Eurobase Nigeria Limited, Don Ekesiobi, who organised the workshop, noted that his company and the ministry of Agriculture brought six world leading agro companies to Nigeria for partnership. “I hereby state that any state, local government, commercial and private agro company that adopts and partner with these corporations will be on their way out of recession within a short time.

“Nigeria’s arable land has capacity to generate 100 billion dollar annually, if we take agro chain value seriously this time. “If Chile and other countries can survive on agriculture with huge favour, Nigeria can do the same if it adopts and apply the right technology,” he said. (UkrAgroConsult)

FG approves N327m vehicles for mines inspectors. cc @DrJoeAbah

The Federal Executive Council on Wednesday approved the procurement of 38 units of four-wheel Nissan Patrol totalling N326.781 millions of the mines inspectorate division of the Ministry of Mines and Steel.

The council also ratified the Lake Chad Basin Water Charter, paving the way for the document to be sent to the National Assembly for enactment into law.

The decisions were taken at a meeting of the council presided over by President Muhammadu Buhari at the Presidential Villa, Abuja.

Minister of Mines and Steel Development, Dr Kayode Fayemi; Minister of Water Resources, Alhaji Sulaiman Adamu; and the Special Adviser to the President on Media and Publicity, Mr Femi Adesina, briefed State House correspondents of the meeting’s outcome.

Fayemi said the 36 states of the federation, as well as the Federal Capital Territory, would benefit from the procurement.

“For a decade, no vehicle has been purchased for the mines and steel inspectorate division to oversee what is going on in our various states,” he said.

He said the procurement of the vehicles was meant to tackle illegal mining activities and other various challenges facing the sector.

The minister added that the procurement also demonstrated government’s commitment to support Made in Nigeria products.

“Over the last two to  three months, all the approvals we have got for vehicles not just ours in Mines and Steel Ministry but the ones for the Prisons Service, Immigration and the EFCC are procurement authorised to buy vehicles from local assembly plants so that we can begin to strengthen our automotive industry.

“The government remains committed to that and this approval is further confirmation of the government’s commitment in that direction.

“It also speaks directly to our determination to begin to focus a lot more seriously on the activities of informal or illegal miners,” he added.

He said each state and Abuja would get one vehicle each while Lagos would get two.
Adams said the council ratified the Lake Chad Basin Water Charter.

He said the treaty which was signed in 2012 by all member countries of the Lake Chad Basin Commission required 95 per cent of member countries to ratify it before it comes into effect.

With this ratification, the minister said the next stage was for the document to go to the National Assembly for an enactment into law.

He said, “The charter seeks to strengthen cooperation between all members and to forge some kind of consensus on issues relating to environment, security and the future of the lake itself.

“As you are aware, the lake has been threatened by climate change. It has shrunk to less than 10 per cent of its original size 40, 50 years ago and efforts are being put in place to ensure the lake is safe from extinction and to improve the security situation which as you know, is part of the reasons for the current restlessness and insurgency by youths in the North East.

“We are also expecting other countries to ratify the  charter so that we can strengthen the relationship in the Lake Chad Basin Commission.” (Punch)
